Prevent implicit cast to pointers.
The compiler doesn't warn about the conversion from
integer to pointer without a cast, because SA_DEV_ROOT
is literally '0' and there seems to be an exception
for that conversion.

Fix regression with commit
903b40a soc/intel: Replace uses of dev_find_slot()
Platforms where FSP hides PCI devices before enumeration
may halt with error message 'PCI: dev is NULL!'.
The workaround here is to print an error message revealing
the faulty source code function and revert to old behaviour
of dev_find_slot().

Re-add the Kconfig CONSOLE_UART_BASE_ADDRESS. It was lost by accident
on APL at least. It is used outside of soc/intel/ scope, e.g. to con-
figure SeaBIOS.
As we only ever configure a single UART for the coreboot console, we
don't need different addresses for each possible UART. Which saves
us a lot of code.

`pei_data` was a struct with blob parameters from pre-FSP times.
Somehow, it sneaked into upstream FSP1.1 support (probably because
early board ports were written for a different blob). When added
upstream, its usage was already perverted. It was declared at SoC
level but mostly used to pass mainboard data from mainboard code
to itself and FSP data from FSP code to itself. Now that no board/
SoC code uses it anymore, we can finally drop it.

If the Intel IGD device pci 02.0 is disabled or undefined in
the device tree, then internal graphics pre-allocated memory
and GFX-VT MMIO memory for virtualization won`t be allocated
in the SoC address space.
Thus, patch resolves the FSP-S hang problem on Skylake/ Kaby
Lake processors when the IGD device is disabled. This should
provide to run FSP 2.0-based coreboot on these CPUs families
without integrated graphics card.
The following boards were used for testing:
- Asrock H110M-DVS board (desktop i5-6600) & NVIDIA GTX 1060
as external GPU.
Virtualization and GFX 3D acceleration with nouveau driver
still works well (tested on VirtualBox 5.1.38 with Ubuntu
18.04.1 as guest and host OS)
- Intel KBL-R U RVP board (mobile i5-8350u) without GFX.
Payload: tianocore edk2-stable201811-216-g51be9d0.

FSP options list (for each PEG port):
- PegXEnable,
- PegXMaxLinkWidth,
- PegXMaxLinkSpeed,
- PegXPowerDownUnusedLanes,
- PegXGen3EqPh2Enable,
- PegXGen3EqPh3Method.
Add PegMaxLinkWidth to chip.h. This option overrides the number of
active lines from the devicetree.cb for each enabled PEG port (for
example for boards that use x4 instead of x16 lines in PEG0). If the
PegMaxLinkWidth is not defined, the port uses the maximum possible
number of lines.
To enable or disable the corresponding PEG root port you need to add
to the devicetree.cb:
device pci 01.0 on end # enable PEG0 root port
device pci 01.1 off end # do not configure PEG1
If PEG port is not defined in the devicetree, it will be disabled in
FSP.
It has been tested on ASRock H110M-DVS motherboard (Skylake i5-6600
CPU).

guard from redefinitions now to prevent further issues.

We use the usual static addresses 0xfed90000/0xfed91000 for the GFX
IOMMU and the general IOMMU respectively. These addresses have to be
configured in MCHBAR registers (maybe, who knows, the blob is undocu-
mented), advertised to FSP and reserved from the OS.
The new devicetree option `ignore_vtd` allows to retain the old beha-
viour (do whatever pre-set UPD values suggest).
We also let FSP set up distinct BDFs for messages originating from the
I/O-APIC and the HPET.

The calculation to set up the PM timer emulation is using an
incorrect common timer clock value that was copied from Apollolake.
According to the PDG Skylake and Kabylake clocks are derived from a
24MHz XTAL, not 19.2MHz like Apollolake.
Fixing this value results in the proper "correction value" to be
programmed into the PM timer emulation MSR that matches the raw value
that would be programmed by FSP. (if it were doing MpInit)
Old PM timer correction value: 0x2fba2e25
New PM timer correction value: 0x262e8b51

CONFIG_SOC_INTEL_COMMON_BLOCK_SGX controls building. The SGX feature
is still enabled from devicetree.cb. As of now this SGX init supports
only KBL (SKL not tested). Support of SGX for new SOCs would be added
incrementally in this common code base.

This patch basically does two things -
1) Remove unnecessary setting of flex_ratio to TDP nominal:
Factory configured (default) Max Non-TURBO ratio(P1) is already cofigured
in MSR_PLATFORM_INFO(0xCE).
If this Maximum Non-TURBO Ratio(P1) needs to be modified, it should be done
using MSR_FLEX_RATIO (0x194).
Here, in this code, the FLEX_RATIO is being modified by the TDP Nominal
Ratio, reading the MSR_CONFIG_TDP_NOMINAL(0x648). But this value is
actually less than the factory configured Maximum Non TURBO Ratio (P1).
So, this code is actually not required.
Also, the Bit 12 in PCH Soft Strap Register is already set in descriptor.
This Bit implies Processor Boot Max Frequency -
0 = Disable Boot Max Frequency
1 = Enable Boot Max Frequency (Default)
This setting determines if the processor will operate at maximum frequency
at power-on and boot.
Thus this patch will avoid one extra platform warm reset now onwards.
2) Remove wrongly setting Max Frequency in Bootblock phase:
In the function set_max_frequency(), the P-State max ratio was set to
TDP Nominal ratio if C-TDP was enabled, else it was set to Max Non
Trbo ratio.
But, when the cpu gets reset, it will operate with the Max-Non Turbo
ratio only, which is greater than the TDP Nominal ratio.
So, no need to set back the ratio to TDP Nominal which is lower than
the currently operating frequency.

In the intel/common/block
* Move I2C common code from intel/common to intel/common/block.
* Split the code into common, early init and post mem init stages and put it
in lpss_i2c.c, i2c_early.c and i2c.c respectively.
* Declare functions for getting platform specific i2c bus config and
mapping bus to devfn and vice versa, that have to be implemented by SoC.
In skylake/apollolake
* Stop using code from soc/intel/common/lpss_i2c.c.
* Remove early i2c initialization code from bootblock.
* Refactor i2c.c file to implement SoC specific methods
required by the I2C IP block.
