Apollo Lake and Gemini Lake do not have a hardware PM ACPI timer but
only uCode PM Timer emulation. Add a Kconfig `NO_PM_ACPI_TIMER` denoting
SoCs without PM Timer and make it mutually exclusive with the Kconfig
`USE_PM_ACPI_TIMER`.
This is partly redundant to `PM_ACPI_TIMER_OPTIONAL`, which will be
dropped in the follow-up change, though.

uCode PM Timer emulation is only needed when the hardware PM ACPI timer
is disabled. Also, since it redirects any register accesses to uCode,
it overrides the hardware PM Timer. Thus, only enable emulation
when required.

Since ACPI 5.0A it is allowed to disable the ACPI Timer, when the
according FADT flag `ACPI_FADT_PLATFORM_CLOCK` is unset.
Starting with Skylake, most platforms (except Xeon-SP) support PM Timer
emulation, so even legacy OSes and payloads should work fine with the
hardware PM Timer disabled. However, when the `TMR_STS` functionality
is required, some legacy OSes might still not work (properly).
Add a note about this to the Kconfig help.

The FADT contains a flag `ACPI_FADT_PLATFORM_CLOCK` telling the OSPM if
a specification-compliant PM Timer is present. Currently, this flag is
set regardless of the timer being enabled or disabled.
To be specification-compliant, only set that flag, when the hardware PM
Timer is enabled. This changes behaviour of all mainboards defaulting to
USE_PM_ACPI_TIMER=n.
Note: On platforms supporting uCode PM ACPI Timer emulation, this is
required, too, because emulation does not support `TMR_STS`. Any
OS or software checking this flag and thus relying on the overflow
flag would not work (properly).

This change splits CSE metadata structure (added to CBFS) into two
separate CBFS files (me_rw.hash and me_rw.version). Since `struct
cse_rw_metadata` is now used, it is dropped completely.
This change is being made in order to prepare for the upcoming changes
to stitch CSE binary at build time. Since the binary might not be
available pre-built, it complicates the order of operations for the
addition of CSE metadata structure and declaring hash and version as
CPPFLAGS_common. Instead rules can be enabled for individual CBFS file
targets for hash and version that ensure proper ordering as well.

`cse_fw_update()` is currently checking whether an update is required
by comparing versions once and then again comparing versions later in
`cse_is_downgrade_instance()` to determine if the update is an upgrade
or downgrade. Additionally, if CSE RW partition is corrupt (determined
based on `cse_is_rw_bp_sign_valid()`), `cse_is_downgrade_instance()`
ends up using the corrupted version information to determine if it is
a downgrade instance.
This change reorganizes the firmware update checks to return different
status values:
1. CSE_UPDATE_NOT_REQUIRED: No update required. Versions match.
2. CSE_UPDATE_UPGRADE: Update required and it is an upgrade.
3. CSE_UPDATE_DOWNGRADE: Update required and it is a
downgrade (requires data clear).
4. CSE_UPDATE_CORRUPTED: `cse_is_rw_bp_sign_valid()` failed and hence
requires data clear.
5. CSE_UPDATE_METADATA_ERROR: Unable to read CSE metadata from CBFS.
This change also prepares the file for follow up changes which
completely drop cse_rw_metadata structure.

FspMultiPhaseSiInit API was introduced with FSP 2.2 specification
onwards. EnableMultiPhaseSiliconInit is an arch UPD also introduced
as part of FSP 2.2 specification to allow calling FspMultiPhaseSiInit
API.
However, some platforms adhere to the FSP specification but
don't have arch UPD structure, for example : JSL, TGL and Xeon-SP.
Out of these platforms, TGL supports calling of FspMultiPhaseSiInit
API and considered EnableMultiPhaseSiliconInit as a platform-specific
UPD rather than an arch UPD to allow calling into FspMultiPhaseSiInit
API.
It is important to ensure that the UPD setting and the callback for
MultiPhaseInit are kept in sync, else it could result in broken
behavior e.g. a hang is seen in FSP if EnableMultiPhaseSiliconInit
UPD is set to 1 but the FspMultiPhaseSiInit API call is skipped.
This patch provides an option for users to choose to bypass calling
into MultiPhaseSiInit API and ensures the EnableMultiPhaseSiliconInit
UPD is set to its default state as `disable` so that FSP-S don't
consider MultiPhaseSiInit API is a mandatory entry point prior to
calling other FSP API entry points.
List of changes:
1. Add `FSPS_HAS_ARCH_UPD` Kconfig for SoC to select if
`FSPS_ARCH_UPD` structure is part of `FSPS_UPD` structure.
2. Drop `soc_fsp_multi_phase_init_is_enable()` from JSL and Xeon-SP

coreboot always assumes that BSP APIC ID will always be 0 but as
per Intel 64 and IA-32 Architectures Software Developer’s Manual
Volume 3: 8.4.1 BSP and AP Processors, it says that BSP can
be any processor whose index/APIC ID might not be 0.
To handle this situation, init_cpu call is required to modify to
handle dynamic detection of APIC ID from BSP instead of hardcoding
always through devicetree. Function has been updated to create
a new node with actual BSP APIC ID when devicetree doesn't contain
APIC ID defined. In case APID ID is defined, function will use a
node with the APIC ID defined in devicetree.
Changes also requires to remove "lapic 0" hardcoding from devicetree
to allow code to fill BSP APIC ID dynamically. Otherwise coreboot
will create an extra node for CPU with APIC ID 0 and it'll show as a
extra node in kernel. This will cause kernel to report wrong (extra)
core count information then actually present.

This patch removes all local `CPUID_` macros from SoC directories and
creates a common cpu_ids.h inside include/cpu/intel/cpu_ids.h. SoC
users are expected to add any new CPUID support into cpu_ids.h and
include 'cpu/intel/cpu_ids.h' into respective files that look for
`CPUID_` macro.
Note: CPUIDs for HSW, BDW and Quark are still inside the respective
directory.

This patch adds functionality to attempt to allow booting in a secure
configuration (albeit with potentially reduced functionality) when the
CSE EOP message fails in any way. These steps come from the CSME BWG
(13.5, 15.0, 16.), and tell the CSE to disable the MEI bus, which
disables further communication from the host. This is followed by
requesting the PMC to disable the MEI devices. If these steps are
successful, then the boot firmware can continue to boot to the
OS. Otherwise, die() is called, prefering not to boot over leaving the
insecure MEI bus available.

Move PMC EPOC related code to intel/common/block because it is
generic for most Intel platforms and ADL, TGL & EHL use it.

Since GPIO IO-APIC IRQs are fixed in hardware (RO registers), this patch
allows cannonlake boards to dynamically assign PCI IRQs. This means not
relying on FSP defaults, which eliminates the problem of PCI IRQs
interfering with GPIO IRQs routed to the same IRQ, when both have
selected IO-APIC routing.
Also prodrive/hermes (intel/cannonlake) was the only user of
uart_acpi_write_irq(), therefore use the allocated IRQ instead of the
fixed IRQ number in that function to preserve behavior.

The Intel FSP provides a default set of IO-APIC IRQs for PCI devices, if
the DevIntConfigPtr UPD is not filled in. However, the FSP has a list of
rules that the input IRQ table must conform to:
1) One entry per slot/function
2) Functions using PIRQs must use IOxAPIC IRQs 16-23
3) Single-function devices must use INTA
4) Each slot must have consistent INTx<->PIRQy mappings
5) Some functions have special interrupt pin requirements
6) PCI Express RPs must be assigned in a special way (FIXED_INT_PIN)
7) Some functions require a unique IRQ number
8) PCI functions must avoid sharing an IRQ with a GPIO pad which routes
its IRQ through IO-APIC.
Since the FSP has no visibility into the actual GPIOs used on the board
when GpioOverride is selected, IRQ conflicts can occur between PCI
devices and GPIOs. This patch gives SoC code the ability to generate a
table of PCI IRQs that will meet the BWG/FSP rules and also not conflict
with GPIO IRQs.

TEST=Boot with patch series on volteer, verify IO-APIC IRQs in
`/proc/interrupts` match what is expected. No `GSI INT` or
`could not derive routing` messages seen in `dmesg` output.

The `soc_read_pmc_base()` function returns an `uintptr_t`, which is then
casted to a pointer type for use with `read32()` and/or `write32()`. But
since commit b324df6a540d154cc9267c0398654f9142aae052 (arch/x86: Provide
readXp/writeXp helpers in arch/mmio.h), the `read32p()` and `write32p()`
functions live in `arch/mmio.h`. These functions use the `uintptr_t type
for the address parameter instead of a pointer type, and using them with
the `soc_read_pmc_base()` function allows dropping the casts to pointer.

The CSE expects the boot firmware to send it an End-of-Post message
before loading the OS. This is a security feature, and is done to ensure
that the CSE will no longer perform certain sensitive commands that are
not intended to be exposed to the OS.
If processing the EOP message fails in any way on a ChromeOS build, (and
not already in recovery mode), recovery mode will be triggered,
otherwise the CSME BWG will be followed, which is in the following
commit.

On platforms where the boot media can be updated externally, e.g.
using a BMC, add the possibility to enable writes in SMM only. This
allows to protect the BIOS region even without the use of vboot, but
keeps SMMSTORE working for use in payloads. Note that this breaks
flashconsole, since the flash becomes read-only.
Tested on Asrock B85M Pro4 and HP 280 G2, SMM BIOS write protection
works as expected, and SMMSTORE can still be used.
