As no more mainboards are utilizing this SoC support code remove
it. It can be resurrected if ever needed.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

This patch aligns tegra132 to the new SoC header include scheme.
Also alphabetized headers in affected files since we touch them anyway.

Instead of sprinkling the pad configuration and pinmux
selection throughout the code allow for a data-driven
initialization sequence. Most of the calls in the
original pinmux functions require 12 bytes per pad
plus the support code. This implementation allows for
4 bytes per pad in addition to the support code.
