soc/intel/xeon_sp/cpx: Add soc_acpi_fill_fadt()
Prepare for common ACPI code. Make acpi_fill_fadt() match
intel/commom/block/acpi/acpi.c function. Use soc_acpi_fill_fadt()
to set cpx fadt->flags.
