 *   [15..0]    Row / Column Address. Defines the ADDR pins when
 *              issuing a DRAM command.

 *   [18..16]   The number of valid row bits is this value, plus 10.
 *                  Note: Value 1 is not implemented.

 *   [22..20]   Bank select.
