Relocatable ramstage, postcar stage and C_ENVIRONMENT_BOOTBLOCK are
now mandatory features, which this platform lacks.

It turned on some SKUs FSP hangs in Notify stage if IIO root ports are
disabled after MemoryInit. To address that hide IIO root ports earlier
in romstage.
TEST=the patch was ran on affected HW and success was reported

Currently "DIMM numbers" increase monotonically for all the channels. However,
commonly DIMMS are numerated on per-channel basis. This change makes numeration
match the convention.
TEST=on OCP monolake, run dmidecode tool and see that "Locator" field matches
expectation.

Modify intel/fsp_broadwell_de such that timestamp_init() is
before raminit (and CAR teardown of FSP1.0), adding two new
early timestamps while doing so.
Other FSP1.0 platforms fsp_baytrail and fsp_rangeley already
do it this way.

Add code to read SPD data, parse it and save into SMBIOS table. This is
implemented for socketed DDR4 chips only. For soldered-down memory this
is not implemented and probably won't be ever needed.
TEST=tested on OCP Monolake mainboard, and found dmidecode -t memory to
work. The stack has also been tested on an out-of-tree board.

In order to use internal UART it needs to 'enabled'. This is normally done
by FSP. However sometimes internal UART is needed before FSP is invoked.
TEST=check if printk() show up in early romstage. Tested on OCP Monolake.
Tested on out-of-tree mainboard to see if UART on LPC still works.

Currently this needlessly initializes the hardware in the both the
romstage and the bootblock, but it works.
Build option is renamed to USBDEBUG_IN_PRE_RAM to reflect the
use better, related support files can be built to pre-ram stages
regardless of usbdebug being enabled or not.
Tested on Google/peppy (adapted to C_ENVIRONMENT_BOOTBLOCK).

Expose the function that can unconditionally re-initialise
EHCI debug host and gadget.
Given the missing header in soc/intel files that prevented
building with USBDEBUG_IN_ROMSTAGE=y, it is not actually
known if those SOCs work at all for usbdebug.

Die if cbmem_add can't allocate memory for the hob pointer. This
shouldn't ever happen, but it's a reasonable check.
- fsp_broadwell_de already had a check, but it returned to someplace
inside the FSP. Just die instead.

Instead of putting all the functions inline just put the
current implementation into a C file. That way all the implementation
innards are not exposed.
Lastly, fix up the fallout of compilation units not including the
headers they actually use.

When timestamp is enabled, the system hangs because the timestamp data
is not yet available. Add a temporary work around that starts the
timestamp after the FspInit() making this data available.
Verified on Intel Camelback Mountain CRB and ensured that system can
boot to payload with timpstamp feature enabled.

If there is an external 16550 like UART, one needs to enable
the appropriate address ranges before console_init() is called
so that the init sequence can reach the external UART. Otherwise
the UART will only start working in ramstage and will produce
unreadable characters in romstage due to the lack of initialization.
