This change moves all ACPI table support in coreboot currently living
under arch/x86 into common code to make it architecture
independent. ACPI table generation is not really tied to any
architecture and hence it makes sense to move this to its own
directory.
In order to make it easier to review, this change is being split into
multiple CLs. This is change 3/5 which basically is generated by
running the following command:
$ git grep -iIl "arch/acpi" | xargs sed -i 's/arch\/acpi/acpi\/acpi/g'

`.read_resources` and `.set_resources` are the only two device
operations that are considered mandatory. Other function pointers
can be left NULL. Having dedicated no-op implementations for the
two mandatory fields should stop the leaking of no-op pointers to
other fields.

With implementation of LATE_CBMEM_INIT, top-of-low-memory
TOLM was adjusted late in ramstage. We do not allow that with
EARLY_CBMEM_INIT so the previous maximum of 1024 MiB of MMIO
space is now used with statically set TOLM.
Also remove support code for the obsolete LATE_CBMEM_INIT
this northbridge used.

Obscure term top_of_ram is replaced:
backup_top_of_ram -> backup_top_of_low_cacheable
get_top_of_ram -> restore_top_of_low_cacheable
New function that always resolves to CBMEM top boundary, with
or without SMM, is named restore_cbmem_top().

As we move to supporting other systems we need to get rid of assembly
where we can. The log2 function in src/lib is identical to the assembly
one (tested for all 32-bit signed integers :-) and takes about 10 ns
to run as opposed to 5ns for the non-portable assembly version. While speed
is good, I think we can spare the 15 ns or so we add to boot time
by using the C version only.

This commit provides minimal patch from e7501 and I prefer any

Due the incomplete register specifications, it is safer to have
