Drop the support for the Intel Cannon Lake SoC for various reasons:
* Most people can't use coreboot on Cannon Lake, since the required FSP
binaries aren't publicly available. Given that FSP binaries for several
newer platforms have been released, it's very unlikely that Cannon Lake
FSP will ever be released.
* It seems there is no interest in this, since the reference mainboard
is the only available mainboard in tree.
Also, remove the related reference mainboard intel/cannonlake_rvp and
its FSP headers in intel/fsp2_0/cannonlake.

The name GENERIC_SPD_BIN doesn't reflect anymore what that config is

Kconfig 4.17 started using the $(..) syntax for environment variable
expansion while we want to keep expansion to the build system.
Older Kconfig versions (like ours) simply drop the escapes, not
changing the behavior.
While we could let Kconfig expand some of the variables, that only
splits the handling in two places, making debugging harder and
potentially messing with reproducible builds (e.g. when paths end up
in configs), so escape them all.

Board devicetrees requests for drivers/pc80/tpm but that
was not included for the build. Note that there is actually
no on-board TPM, just an LPC header connector on these boards.

Most boards currently do not use EC firmware from SPI flash in the
IFD, this hides this option by default and shows it only for boards
that need it.
A new config variable MAINBOARD_USES_IFD_EC_REGION is introduced to
enable this option for boards that need it.
The following list of boards requiring this was provided by
Lijian Zhao:
1. intel/cannonlake_rvp
2. intel/coffeelake_rvp
3. intel/icelake_rvp
4. google/sarien
5. google/hatch
