inteltool: Start adding Bay Trail
- Add silvermont (Bay Trail core) MSRs - these are shared with
rangeley/avoton.
- Add GPIO values and GPIO muxing information.
- Add Bay Trail to the PM list.
Still to do:
- Northbridge functionality (RCBA, Memory timings, etc.)
- Add Graphics registers
