soc/intel/apollolake: Select USE_LEGACY_8254_TIMER
CB:77409 corrected what the UPD `Timer8254ClkSetting` was set to; this
stopped a few boards from booting.
Selecting USE_LEGACY_8254_TIMER ensures that the previous behaviour is
maintained.
