soc/intel/pantherlake: Add FSP-S programming
FSP-S UPDs are programmed according to the configuration (Kconfig and
device tree) in ramstage.
BUG=348678529
TEST=Hardware is programmed as desired and Intel Panther Lake
reference board boots to UI.
