soc/intel/gpio: Enable configuring GPIO debounce duration
Add new helper macros to enable configuring debounce duration for a GPIO input. Also ensure that the debounce configuration is not masked out. BRANCH=octopus BUG=b:117953118 TEST=Ensure that the system boots to ChromeOS. Ensure that the debounce duration is configured as expected.
