soc/intel/tigerlake: Add ACPI GPIO op
Add acpigen methods which generate operations to get/set/clear RX/TX GPIOs.
Verify it matches https://doc.coreboot.org/acpi/gpio.html.

TEST=confirmed with touchscreen gpios.
