soc/amd/picasso: Reduce romstage.c

Remove the old Stoney Ridge postcar stack frame setup.  Reduce
romstage.c to basic functionality.  Until AGESA's reporting of
memory configuration is available, use the TOM register as an
indicator for the top of usable memory.
