mb/google/skyrim/var/frostflow: Update SPD file for H9JCNNNFA5MLYR-N6E
Update RAM ID table because H9JCNNNFA5MLYR-N6E is using spd-4.hex
instead of spd-9.hex.
Reserve RAM ID 3 for it, so the RAM ID table remains the same.
