soc/intel/tigerlake: Drop redundant PcieRpEnable
The PcieRpEnable option is redundant to our on/off setting in the
devicetrees. Let's use the common coreboot infrastructure instead.
Thanks to Nicholas for doing all the mainboard legwork!
