util/crossgcc/Makefile: Clean up .PHONY definitions

Order functionally:
 * first "all" and build-$tools
 * followed by clean
 * followed by the architecture targets

The order was chosen this way because the architecture targets are
the mostly likely to continue to grow.

While at it, also fix the build_nasm mention (it was build-nasm)
and add build_make.
