mb/google/skyrim: Enable PSP Postcodes
This reverts commit I73b7ddec50936f7836f915f459ca0bdc0777cb22.
Revert change to disable post codes. Post codes were initially disabled
because of an issue with initialization within the SMU.
BUG=b:227201571
TEST=Build and boot to OS in Skyrim.
