soc/intel/skylake: Drop duplicate PmConfigPciClockRun configuration
coreboot already unconditionally enables CLKRUN_EN in SoC common code.
Tested on an out-of-tree Acer Aspire VN7-572G, PCCTL[CLKRUN_EN]
of LPC is still enabled.
