mb/intel/tglrvp: Enable USB4 resources using SoC Kconfig
This change uses the newly added `SOC_INTEL_ENABLE_USB4_PCIE_RESOURCES`
Kconfig to enable USB4 resources and drops the configuration
in mainboard.
