baytrail: Clean up NVS region
There is a lot of NVS allocated to things that are not really used. Most of these are removed and some are moved around. Thermals are expected to be handled with DPTF so I've removed that bit of code but have not yet cleaned up the thermal zone. I left in the SIO BARs since I think we will need those still even though they may need work still.
