mb/google/rex: Add Hayden Bridge (HB) to USB_DB FW_CONFIG
This patch increases FW_CONFIG for USB_DB to 3-bits.
BUG=b:273346973
TEST=Able to build and boot google/rex with Proto 2 SKU
