mb/facebook/fbg1701: Add Kingston B511ECMDXGGB memory support
FBG-1701 revision 1.3 will use Kingston onboard memory.
Add Kingston SPD file.
When Samsung memory configuration is disabled use
cpld_read_pcb_version() for using correct SPD data.

TEST=Boot and verified on Facebook FBG-1701 revision 1.3
