soc/intel/tigerlake: Move MAX_CPUS to Kconfig

Most of the Kconfig files for Intel SOC devices define the MAX_CPUS
value within src/soc/intel/*/Kconfig.

Move the definition there for Tiger Lake and remove from the mainboard
Kconfig files.
