mb/google/skyrim: Enable SPL fusing on Markarth

Because SPL fuse needs to be set before the FW lock. So enable
Markarth project to send the fuse SPL (security patch level)
command to the PSP.

Then get "PSP: SPL Fusing Update Requested." in the firmware log.
