mainboard/asus/kgpe-d16: Update NB VDD upper voltage limit
Certain older Opteron processors use a higher (+1.2V) northbridge voltage. The existing code assumed the use of +1.1V northbridge voltages and threw an alert when the older Opterons were installed. Update the permissible NB voltage range to include both the 1.1V and 1.2V Opteron processors.
