storm: need larger CBFS cache
With VPD blob of certain format, CBFS cache on storm proves to be not
large enough. This patch makes it bigger, it is still well above the
area preserved for the NSS.
BUG=chrome-os-partner:32152
TEST=the system now boots with the VPD it used to fail booting.
