soc/amd/stoneyridge: Add Merlin Falcon configuration
Add config parameter for Merlin Falcon (SOC_AMD_MERLINFALCON) and modify
the Makefile.inc based on this config parameter.
BUG=none.
TEST=Tested later with padmelon board.
