2019-03-05	util/lint: Fix clang-format test and enable it by default	Patrick Georgi
	git diff needed to emit diffs without prefix (e.g. a/ and b/) for clang-format-diff to be able to work. Also require that the test succeeds, but note that it only runs on trees whitelisted in $(top)/.clang-format-scope. 2018-05-31	util/lint: Add check that changes conform to clang-format style	Patrick Georgi
	It's a white list (configured through $(top)/.clang-format-scope) with the expectation that the list will grow over time. Once everything is covered, we can turn off the white-listing and keep everything enforced. To not drive people crazy, only check the files their commit touched.
