The change does the following:
- adds PCH IDs for 700 series chipsets per the DOC# 619362 rev 2.2
- updates GPIO table for PCH-S per the DOC# 618659 rev 2.1
- enables dumping GPIOs for 700 series PCH

EBG (Emmitsburg) PCH is used in Intel SPR-SP chipset.
Its datasheet is Intel doc# 606161.
Add Intel Emmitsburg PCH GPIO pin definitions.
Also common code change is made to support Intel Emmitsburg PCH:
a. Instead of 2 PAD registers per GPIO, it has 4 PAD registers.
b. The register address space may not be contiguous from one GPIO
group to the next GPIO group.

Document 319973-003 (ICH10 datasheet) and document 324645-006 (6-series

This GPIO dumping was implemented using the
Document Number: 341080-001
Intel® 495 Series Chipset Family On-Package Platform Controller Hub
Volume 1 of 2
datasheet. The GPIO community ports can be found in table 36-1, while
the community and pin descriptions are taken from
linux/pinctrl/intel/pinctrl-icelake.c .
This commit was tested on the late 2019 Razer Blade Stealth with 1065G7
and Chipset 495 PCH and the output manually compared against
linux/pinctrl-intel.

Sunrise Point-LP is used on Skylake and KabyLake platforms,
but the PCH IDs differ.
This commit adds the PCH IDs for Skylake mobile platforms
and renames the Kabylake macros to distinguish them.

Apollo Lake has four GPIO communities each with a single group named
after the physical location of the pads (I guess): North West, North,
West and South West.
Also add some logic to be able to tag the default function of a pad
(with an asterisk before its name). This seems easier to review in the
tables, but we could also encode the number of the default explicitly
instead.

The GPIO register dumper code for the LynxPoint family PCH chips
(Intel 8 Series and C220 Series) was incorrectly using a
shortened version of the LynxPoint-LP GPIO register map.
Switched to the correct register map for the affected chipsets.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

This adds an option -G, --gpio-diffs to inteltool, which shows GPIO settings
that differ from platform defaults. For differing registers, the current,
the default, and an xor of the default and the current value is printed. A
follow-up commit will add defaults for the Cougar/Panther Point platform
controller hubs. If you specify both, -g and -G on the command line, all
GPIO registers will be printed interleaved with the diff.

This adds the GPIO register definitions for Intel's Cougar Point and
Panther Point platform controller hubs (PCH). All information is taken
from the public specifications in [1] and [2]. I've tested it with an
H77 PCH.
NM70 is missing in [1]. Therefore, I didn't add it here.

Add support for dumping the MSRs on model_f2x and dumping GPIOs and PM
registers on ICH5. Add ICH5 and i865 to the supported chips list.
Enable the dumping of BAR6 on i865.
Sample output:
