The .inc suffix is confusing to various tools as it's not specific to
Makefiles. This means that editors don't recognize the files, and don't
open them with highlighting and any other specific editor functionality.
This issue is also seen in the release notes generation script where
Makefiles get renamed before running cloc.

This patch adds a function to calculate best rational approximation
for a given fraction and unit tests for it.

Introduce a macro retry(attempts, condition, expr) for retrying a
condition, which is extensively used in coreboot.
Example usage:
if (!retry(3, read32(REG) == 0, mdelay(1))
printk(BIOS_ERR, "Error waiting for REG to be 0\n");

This patch adds a basic test for the common region and region_device
APIs, sanity checking the basic functions and things like
overflow-handling. There is certainly more that could be added here, but
it's a start.
