The memory between _car_region_start .. _car_region_end has to
be set up as WB in MTRRs for all the cores executing through
bootblock, verstage and romstage. Otherwise global variables may
fail on AP CPUs.
Fixes combination of CBMEM_CONSOLE=y with SQUELCH_EARLY_SMP=n,
which previously did not boot at all for some cases.

Move all boards that have moved away from AGESA_LEGACY_WRAPPER
or BINARYPI_LEGACY_WRAPPER to use POSTCAR_STAGE.
We use POSTCAR_STAGE as a conditional in CAR teardown to tell
our MTRR setup is prepared such that invalidation without
writeback is a valid operation.

The AMD AGESA binaryPI sources were incorrectly committed to
3rdparty/blobs. Move them from blobs to vendorcode and fix
Kconfig and Makefile.inc to match.
