This patch fixes up all code that would throw a -Wtype-limits warning.
This sometimes involves eliminating unnecessary checks, adding a few odd
but harmless casts or just pragma'ing out the warning for a whole file
-- I tried to find the path of least resistance. I think the overall
benefit of the warning outweighs the occasional weirdness.

I just got hit by a double-evaluation bug again, it's time to attempt
to fix this once more. Unfortunately there are several issues that don't
make this easy:
- bitfield variables don't support typeof()
- local macro variables that shadow others trigger -Werror=shadow
- sign warnings with integer literal and unsigned var in typeof-MIN()
- ({ statement expressions }) can not be used outside functions
- romcc doesn't support any of the fancy GCC/clang extensions
This patch tries to address all of them as far as possible with macro
magic. We don't have the technology to solve the bitfield and
non-function context issues yet (__builtin_choose_expr() still throws a
"no statement expression outside a function" error if it's only in the
branch that's not chosen, unfortunately), so we'll have to provide
alternative macros for use in those cases (and we'll avoid making
__ALIGN_MASK() double-evaluation safe for now, since it would be
annoying to do that there and having an alignment mask with side
effects seems very unlikely). romcc can continue using unsafe versions
since we're hopefully not writing a lot of new code for it. Sign
warnings can be avoided in literal/variable comparisons by always using
the type of the variable there. Shadowing is avoided by picking very
explicit local variable names and using a special __COUNTER__ solution
for MIN() and MAX() (the only ones of these you're likely to nest).
Also add DIV_ROUND_UP() to libpayload since it's a generally quite
useful thing to have.

It's already implemented like this with binaryPI API header.
That implementation is essentially the same with 'const' qualifier
just being ignored in the build process for PI blob.
For open-source AGESA build, work around -Werror=discarded-qualifier
using a simple but ugly cast.

PCI device ID of this mini-PCI-e WLAN card is 8086:088e.
With this card inserted on pcengines/apu1 mini-PCI-e slot J17,
system halts late in ramstage, in agesawrapper AMD_INIT_MID.
Offending operation is enabling PCIe ASPM L0s and L1 for the card.
That is, writing PCIe capability block Link Control [1:0] = 11b
in the card's configuration space. AGESA already has a blacklist
for the purpose of masking such unstable ASPM implementations.

We already have these macros define in 'stdlib.h'. Make good use of them
here to avoid redefinition conflicts of the pre-processor depending on
header inclusion ordering. This has the nice side-effect of syncing up
AGESA families in this particular regard.

The function GfxPowerPlayLocateTdp() sets MinDeltaSclk to a maximum
sentinel value and checks DeltaSclk in a loop to minimize MinDeltaSclk.
However, MinDeltaSclk incorrectly self-assigns.

When looking into possible reasons for a proposed revert [1], I noticed
that the comments use four arguments for `PCIE_DDI_DATA_INITIALIZER`,
but the actual definition only uses three.
$ git grep -A1 PCIE_DDI_DATA_INITIALIZER # manually squeeze whitespace in output
[…]
--
src/vendorcode/amd/agesa/f10/AGESA.h:#define PCIE_DDI_DATA_INITIALIZER(mConnectorType, mAuxIndex, mHpdIndex ) \
src/vendorcode/amd/agesa/f10/AGESA.h-{mConnectorType, mAuxIndex, mHpdIndex}
--
src/vendorcode/amd/agesa/f10/AGESA.h: * PCIE_DDI_DATA_INITIALIZER (ConnectorType
src/vendorcode/amd/agesa/f10/AGESA.h- * },
--
src/vendorcode/amd/agesa/f10/AGESA.h: * PCIE_DDI_DATA_INITIALIZER (ConnectorType
src/vendorcode/amd/agesa/f10/AGESA.h- * }
--
[…]
So remove the fourth argument in the comments. Luckily the compiler,
at least gcc, warns about a wrong number of arguments, and therefore
no incorrect code resulted from the wrong documentation.

This change fixes the use of a macro that was
previously modified to fix a warning. The macro
was used in a manner that doubly incremented a
pointer. The pointer increment was removed from
the macro call and moved elsewhere. In addition,
an unused macro was removed from both Family 12
and Family 14 code.

This change updates the AMD Agesa code to support the Family 14
rev C0 cpus. It also fixes (again) a ton of warnings, although
not all of them are gone. The warning fixes affect code in the
Family 12 tree as well, so there are some small changes therein.
This code has been tested on a Persimmon and passes Abuild.
This is the first (and largest) of a number of commits to complete
the upgrade.
