This SuperIO chip is used on the Intel DQ45EK mainboard. Restore the
driver that was deleted in commit d3a1a4171ee9 ("src/superio: Remove
unused superio chips"). Changes from the previous version include:
- Replacing the early serial implementation with Winbond common code,
- Replacing the license boilerplate with SPDX headers, and
- Removing unnecessary header file references.

tree. The only 3 currently unused SIOs that don't get removed here have board
ports in review.

The implementation of wpcd376i in coreboot is based on the
superiotool output which apparently was incorrect. This
patch refines the implementation to match the datasheet.

The Winbond WPCD376I is a desktop Super I/O often selected on
Intel mainboards. The support is similar to other Winbond and NSC SIOs.
Based on output from superiotool -d.
