This is needed to support 9-series PCH-H (e.g. Z97) and Broadwell
non-ULT CPUs (for which more magic is required).
Tested on Asrock Z97 Extreme6: Boots, but ME has to be disabled so that
the system remains on after 30 seconds. Apparently, something Broadwell
MRC.bin does results in the ME being unhappy, as there is no such issue
when not using MRC.bin at all (native RAM init). S3 resume is working.

Derived from Broadwell and adapted to follow what soc/intel does. Note
that SERIALIO_UART_CONSOLE is meant to be selected from the mainboards
which expose a SerialIO UART. UART_FOR_CONSOLE also needs to be set in
mainboard Kconfig accordingly.
It is possible that some of the UART configuration steps in bootblock
are unnecessary. However, some of the steps turn off power management
features and others are undocumented: omitting them could cause weird
issues.
Finally, add a config file to ensure the code gets build-tested.
Tested on out-of-tree Compal LA-A992P, SerialIO UART 0 can be used to
receive coreboot and SeaBIOS logs.

Create `FIXED_RCBA_MMIO_BASE` and use it everywhere, except in cases
where a pointer cast would be necessary. Instances in Sandy Bridge MRC
code were left as-is intentionally, so as not to collide with another
cleanup patch train.
Tested with BUILD_TIMELESS=1, these boards remain identical:
- Asus P8Z77-V LX2
- Packard Bell MS2290

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

This puts the cache-as-ram init in the bootblock.
Before setting up cache as ram the microcode updates are applied.
This removes the possibility for a normal/fallback setup although
implementing this should be quite easy.
Tested on Google peppy (Acer C720).
Setting up LPC in the bootblock to output console on SuperIOs is not
done in this patch, hence BOOTBLOCK_CONSOLE is not yet enabled by
default.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

Here's the great news: From now on you don't have to worry about
hitting the right io.h include anymore. Just forget about romcc_io.h
and use io.h instead. This cleanup has a number of advantages, like
you don't have to guard device/ includes for SMM and pre RAM
anymore. This allows to get rid of a number of ifdefs and will
generally make the code more readable and understandable.
Potentially in the future some of the code in the io.h __PRE_RAM__
path should move to device.h or other device/ includes instead,
but that's another incremental change.

The Haswell parts use a PCH code named Lynx Point (Series 8). Therefore,
the southbridge support is included as well. The basis for this code is
the Sandybridge code. Management Engine, IRQ routing, and ACPI still requires
more attention, but this is a good starting point.
This code partially gets up through the romstage just before training
memory on a Haswell reference board.
