Macros can be confusing on their own; hiding commas make things worse.
This can sometimes be downright misleading. A "good" example would be
the code in soc/intel/xeon_sp/spr/chip.c:
CHIP_NAME("Intel SapphireRapids-SP").enable_dev = chip_enable_dev,
This appears as CHIP_NAME() being some struct when in fact these are
defining 2 separate members of the same struct.
It was decided to remove this macro altogether, as it does not do
anything special and incurs a maintenance burden.

PCH identification functions and `pch_iobp_update` are used in multiple
stages. Move them out of `pch.c` to drop some ugly preprocessor usage.
Subsequent commits will use `pch_iobp_update` in romstage as well.

Because integrated PCI devices are hidden in chip_ops
the PCI enumeration code never sees them.
When hiding static devices mark them as hidden so the
PCI enumeration no longer complains about them being
missing, even though they are present and were working
just fine.
Test: Disabled southbridge devices no longer appear in
"Leftover static devices:" log.

Follow the PCH BIOS spec more closely by porting the broadwell
and braswell PCIe downstream device detection. To safe power
disable PCIe root ports that have no downstream device connected.
By setting the FLAGS_SLOT bit in register PCI_EXP_FLAGS the
PCI_EXP_SLTSTA_PDS bit will be updated with in band device
detection from the PCIe PHY. While this is primarly used for PCIe
hot-plug detection, it is more reliable than probing for downstream
devices by reading DID/VID PCI registers.
The FLAGS_SLOT bit should stay cleared for integrated devices,
as those are known to be present, but to simplify the code all
PCIe ports will have the FLAGS_SLOT bit set. There currently
used devicetrees might also be lacking integrated devices on
the PCH root ports...
The SLOTCAP field must be updated by BIOS when the FLAGS_SLOT
is set, but it shouldn't be filled for integrated devices. Until
now the SLOTCAP field has always been populated and it never
was a problem.
- Set FLAGS_SLOT "Slot Implemented" bit early.
- Read bit PCI_EXP_SLTSTA_PDS to detect connected downstream
devices as done on braswell.
- Disable unused PCIe slots that are not hotplugable.
- Set BIT26 in register 0x338 and wait for bits in register 0x328
to clear as done on broadwell.
Test: Tested on Lenovo X220. Unused root ports are disabled and port
that are in used or marked hot-plug are kept enabled.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

The integrated GbE port is toggled via the Backed-Up Control (BUC)
register. We already disable it according to the devicetree setting
but never enabled it. This could lead to the confusing situation
that it was disabled before (different build, vendor BIOS, etc.)
but shouldn't be anymore.
As we need a full reset after enabling GbE, do it in early PCH init.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

Here's the great news: From now on you don't have to worry about
hitting the right io.h include anymore. Just forget about romcc_io.h
and use io.h instead. This cleanup has a number of advantages, like
you don't have to guard device/ includes for SMM and pre RAM
anymore. This allows to get rid of a number of ifdefs and will
generally make the code more readable and understandable.
Potentially in the future some of the code in the io.h __PRE_RAM__
path should move to device.h or other device/ includes instead,
but that's another incremental change.

Background: The PCI spec (3.0-3.2.2.3.4) requires that PCI devices
implement function 0. The Linux Kernel therefore will not enumerate
a PCI device if it does not present a valid config space at function 0.
If a board does not have anything connected to root port 0 and it is
desired to disable the unused ports in order to save power then this
will cause the other downstream PCIe devices to go missing as they
will not be enumerated.
Intel chipsets provide a way to map root port numbers to different PCI
function numbers, thereby avoiding this issue and allowing root port 0
to be turned off.
This change adds a new chip config option 'pcie_port_coalesce' that
will collapse the enabled root ports into a linear map starting at
zero. This option defaults to disabled as it can have a confusing
effect on the system as the declared static devicetree may not match
what is seen at runtime. This option is also forced on if the static
devicetree disables port 0.
When each root port is processed in the early enable stage it looks
for a lower numbered root port that has been disabled and then swaps
the two assigned function numbers.
However the mapping register is write-once so it has to keep track of
the proposed mapping changes until all ports have been processed
before writing out the final map value. At this point it also updates
the function numbers in the static device tree so they are consistent
with the new layout.
There are a few other closely related fixes in this change:
1) There is a power savings opportunity if an entire bank of ports
(0-3 or 4-7) are disabled. This was checking the chipset revision to
look for CougarPoint B1+ stepping and that was not passing on
PantherPoint where this should always be applied. To fix this I added
a function to determine the chipset type based on comparing the upper
byte of the device ID.
2) Apply the same chipset type check fix to the IOBP programming.
3) There is another power savings opportunity to enable dynamic clock
gating on shared PCIe resources which only applies to ports 0 and 4.
However if 0 or 4 is disabled then the later check to enable this
would fail as that device is already hidden.
