	After changing clock from 33.33Mhz to 1Ghz the UART divisor needs to be recalculated. Return correct tlck frequency in uart_platform_refclk. 2018-09-13	uart/sifive: make divisor configurable	Philipp Hug
	The SiFive UART on the HiFive Unleashed uses the tlclk as input clock which runs at coreclk / 2. The input frequency is configured in the board code depending on the current stage.
