This reverts commit 363202b43589ec240c4a0c8f5b449fbd5c1333f8.
Reason for revert: Seeing some bit flips on the SPI bus, but cannot
repro reliably on local builds. Going to downgrade back to 50 MHz
to see if builder builds are more stable on each variant as a result.

Increase frequency of sc7280 to 75 MHz. Setting the delay to 1/8 of
a cycle as a result of experimentation.

copy existing QUP driver from /soc/qualcomm/sc7180 to common folder.
This QUP common driver provide QUP configurations, GPI and SE
firmware loading and initializations.

copy existing QSPI driver from /soc/qualcomm/sc7180 to common folder.
This common QSPI driver works in master mode and provides read/write
operation for the slave devices like flash.

This patch enables bootblock compression on SC7180. In my tests, that
makes it boot roughly 10ms faster (which isn't much, but... might as
well take it).

It seems that all SC7180 boards we have can well handle 37.5MHz of SPI
flash speed, so bump that up from the current 25MHz so that we don't
leave boot speed on the table. (The next step would be 50MHz which
currently doesn't work on all boards so we're not going there yet.)

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.
