Its spreading copies got out of sync. And as it is not a standard header
but used in commonlib code, it belongs into commonlib. While we are at
it, always include it via GCC's `-include` switch.
Some Windows and BSD quirk handling went into the util copies. We always
guard from redefinitions now to prevent further issues.

Add a __always_inline macro that wraps __attribute__((always_inline))
and replace current users with the macro, excluding files under
src/vendorcode.

This change adds and updates headers in all of the soc files that
had missing or unrecognized headers. After this goes in, we can
turn on lint checking for headers in all soc directories.

The code doesn't include much, but when compiled outside the coreboot
build (what the shipped Makefile is made for), we want to make sure that
the few files it includes are controlled by us.

The MC/SMMU should be resumed by the kernel. And the unexpected value
in the MC_INTSTATUS should be cleared before that. Or it will cause
some noisy MC interrupt once we enable the IRQ in the kernel.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

In LP0 resume, a couple of SDMMCx pad settings need to be set to 0 to
reduce power leakage.

When power is cut/restored to audio block, mbist workaround must be reapplied
or I2S will not function. Handle this in lp0 resume firmware with the rest of
the mbist WAR. This sequence for audio is also present in boot block code for
T210.
