	spm_set_power_control() is already called in spm_init(). It is not necessary to call spm_set_power_control() again in the mtk_mcu reset callback. TEST=check SPM PC value (0x250) after SPM is loaded. 2021-11-17	soc/mediatek/mt8186: add SPM loader	Rex-BC Chen
	This patch adds support for loading SPM firmware from CBFS to SPM SRAM. SPM needs its own firmware to enable SPM suspend/resume function which turns off several resources such as DRAM/mainpll/26M clk when linux system suspend.
