Replace the intelblocks/gpio.h, soc/gpio.h and soc/gpio_defs.h includes
with the common gpio.h which includes soc/gpio.h which includes
intelblocks/gpio.h which includes soc/gpio_defs.h. This patch also fixes
alphabetic ordering of included headers.

This patch moves `pmc_clear_pmcon_sts` function into common code and
remove SoC specific instances.
Accessing PMC GEN_PMCON_A register differs between different Intel
chipsets. Typically, there are two possible ways to perform GEN_PMCON_A
register programming (like `pmc_clear_pmcon_sts()`) as:
1. Using PCI configuration space when GEN_PMCON_A is a PCI configuration
register.
2. Using MMIO access when GEN_PMCON_A is a memory mapped register.
SoC users to select `SOC_INTEL_MEM_MAPPED_PM_CONFIGURATION` Kconfig to
perform GEN_PMCON_A register programming using PMC MMIO.

This patch adds an SoC function to clear GEN_PMCON_A status bits to
align with other IA coreboot implementations.
Additionally, move the PMCON status bit clear operation to finalize.c
to cover any such chances where FSP-S NotifyPhase requested a global
reset and PMCON status bit remains set.

Commit 2c26108208e4aa48de21be576ab6cad9286d7934 moved this function to
pmutil.c for Tiger Lake. Do this to all other platforms for consistency.
For Skylake, __SIMPLE_DEVICE__ preprocessor guards are no longer needed.
With this change, pmc.c is only needed in ramstage. Adjust Makefile.inc
accordingly, and drop ENV_RAMSTAGE guards from Skylake.

The array was copied from Broadwell, which uses a different bit layout
for SMI_STS. Copy the array from Cannonlake instead, because Skylake
uses the same bit layout. This could be deduplicated in the future.

This change moves all ACPI table support in coreboot currently living
under arch/x86 into common code to make it architecture
independent. ACPI table generation is not really tied to any
architecture and hence it makes sense to move this to its own
directory.
In order to make it easier to review, this change is being split into
multiple CLs. This is change 3/5 which basically is generated by
running the following command:
$ git grep -iIl "arch/acpi" | xargs sed -i 's/arch\/acpi/acpi\/acpi/g'

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

Originally a part of security/intel/stm.
Add get_pmbase to the intel platform setup code.
get_pmbase is used by the coreboot STM setup functions to ensure
that the pmbase is accessable by the SMI handler during runtime.
The pmbase has to be accounted for in the BIOS resource list so
that the SMI handler is allowed this access.

The previously provided device path made no difference, all
integrated PCI devices point back to the same chip_info
structure.
Change reduces the exposure of various SA_DEVFN_xx and
PCH_DEVFN_xx from (ugly) soc/pci_devs.h.

To call dev_find_slot(0, xx) in romstage can produce
invalid results since PCI bus enumeration has not
been progressed yet.
Replace this with method that relies on bus topology
that walks the root bus only.

There's an occasional issue on machines which use CMOS for their
vbnv storage. The machine that just powers up from complete G3
would have had their RTC rail not held up. The contents of vbnv
in CMOS could pass the crc8 though the values could be bad. In
order to fix this introduce two functions:
1. vbnv_init_cmos()
2. vbnv_cmos_failed()
At the start of vboot the CMOS is queried for failure. If there
is a failure indicated then the vbnv data is restored from flash
backup or reset to known values when there is no flash backup.

Instead of enabling power button SMI unconditionally, add a boot state
handler to enable power button SMI just before jumping to
payload. This ensures that:
1. We do not respond to power button SMI until we know that coreboot
is done.
2. On resume, there is no need to enable power button SMI. This avoids
any power button presses during resume path from triggering a
shutdown.

ramstage and romstage. In order to provide clearer and consistent
semantics two new macros are provided:
1. DEVTREE_EARLY which is true when !ENV_RAMSTAGE
2. DEVTREE_CONST as a replacment for ROMSTAGE_CONST
The ROMSTAGE_CONST attribute is used in the source code to mark
the devicetree data structures as const in early stages even though
it's not just romstage. Therefore, rename the attribute to
DEVTREE_CONST as that's the actual usage. The only place where the
usage was not devicetree related is console_loglevel, but the same
name was used for consistency. Any stage that is not ramstage has
the const C attribute applied when DEVTREE_CONST is used.

When reading+clearing a GPE for use as an interrupt we need to
re-read the status register and keep setting the clear bit until
it actually reads back clear. Also add a 1ms timeout in case the
status never clears.
This is needed if a device sends a longer interrupt pulse and it
is still asserted when the "ISR" goes to clear the status.

TEST=test cr50 TPM with 20us pulse to ensure it can successfully
communicate with the TPM and does not get confused due to seeing
interrupts that it should not.

Add the necessary infrastructure to support eSPI SMI events,
and a mainboard handler to pass control to the EC.
BUG=chrome-os-partner:58666
TEST=tested on eve board with eSPI enabled, verified that lid
close event from the EC during firmware will result in an SMI
and shut down the system.

Export the pmc_gpe_init() function from pmc.c to pmutil.c
so it can be used in bootblock, and then call it from there
to initialize any GPEs for use in firmware.

Add the SOC definition for acpi_get_gpe() so it can be used
by the I2C TPM driver. Also add the I2C support code to
verstage so it can get used by vboot.

Calling halt in poweroff when in SMM prevents SLP_SMI to be triggered
preventing the system from entering sleep state. Fix this by calling
halt only if ENV_SMM is not true.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

The current construction for processing SMI GPI events
didn't allow for the mainboard to query the state of a
particular GPI for the snapshotted SMI event. The
skylake part can route GPIs from any (there are design
limitations) GPIO group. Those status and enable registers
are within the GPIO community so one needs to gather
all the possibilities in order to query the state.
The call chain did this:
southbridge_smi_gpi(
clear_alt_smi_status() -> reset_alt_smi_status() ->
print_all_smi_status() -> return 0)
As a replacement the following functions and types are
introduced:
struct gpi_status - represent gpi status.
gpi_status_get() - per gpi query on struct gpi_status
gpi_clear_get_smi_status() - clear and retrieve SMI GPI status
mainboard_smi_gpi_handler() - mainboard handler using gpi_status
Also remove gpio_enable_all_smi() as that construct was never
used, but it also is quite heavy handed in that it would
enable SMI generation for all GPIs.

The ec_smi_gpio and alt_gp_smi_en devicetree options are
goign to be removed. The plan for skylake is to set the
settings by the mainboard through either gpio pad
configuration or through helper functions.
Moreover, these values only allow *1* SMI GPIO configuration
in that the following has to be true:
alt_gp_smi_en = 1 << (ec_smi_gpio % 24)
If not, then another gpio(s) from the same group has the
SMI_EN bit set for it.
Lastly, remove all the subsequent dependencies as they are
no longer used: enable_alt_smi() and gpio_enable_group().

Some of the field and register names in the power management
code were not reflecting current chipset documentation. While
in there fix 0-sized array in the power_state structure. Lastly,
log the entire STD GPE register for visibility in elog. It reports
as an extension of other GPIO wake events.
