Tested on HP 280 G2, SMMSTORE v1 and v2 still work.
Other tests:
- If one does not set BIOS_CONTROL bit WPD, SMMSTORE breaks.
- If one does not write the magic MSR `or 1`, SMMSTORE breaks.

On platforms where the boot media can be updated externally, e.g.
using a BMC, add the possibility to enable writes in SMM only. This
allows to protect the BIOS region even without the use of vboot, but
keeps SMMSTORE working for use in payloads. Note that this breaks
flashconsole, since the flash becomes read-only.
Tested on Asrock B85M Pro4 and HP 280 G2, SMM BIOS write protection
works as expected, and SMMSTORE can still be used.

Drop the old, redundant code for mirroring LPC registers to DMI and make
use of the new common code.
Select the new Kconfig option for LPC DMI mirroring by the option
SOC_INTEL_COMMON_PCH_BASE, which is selected by platforms starting with
SPT, except APL and Xeon-SP. For Xeon-SP, select DMI and the new Kconfig
directly.
APL, even though it's younger than SPT, does not need mirroring.
Test: Set LGMR address by calling `lpc_open_mmio_window` and check that
both the PCI cfg and DMI LGMR register get written correctly.
Tested successfully on clevo/cml-u.

This change allows configuring the General Purpose
Memory Range(GPMR) register in BIOS to set up the decoding in DMI.
This driver provides the following functionality:
1. Add a helper function dmi_enable_gpmr which takes as input base,
limit and destination ID to configure in general purpose memory range
registers and then set the GPMR registers in the next available
free GMPR and enable the decoding.
2. Add helper function get_available_gpmr which returns available free
GPMR.
3. This helper function can be utilized by the fast SPI driver to
configure the window for the extended BIOS region.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

The filename chip.h has a special purpose with the generation
of static devicetree, where the configuration structure name matches
the path to the chip.h file. For example, soc/intel/skylake/chip.h
defines struct soc_intel_skylake_config.
The renamed file did not follow this convention and the structure it
defines would conflict with one defined soc/intel/common/chip.h if such
is ever added.

This patch is intended to make Intel common PCH code based on
Gen-6 Sunrisepoint PCH (SPT).
All common PCH code blocks between Gen-6 till latest-PCH should be
part of soc/intel/common/pch/ directory.
A SoC Kconfig might select this option to include base PCH package
while building new SOC block. Currently majority of
common IP code blocks are part of soc/intel/common/block/ and
SoC Kconfig just select those Kconfig option. Now addition to that
SoC might only selects required base PCH block to include those
common IP block selections.
