The XTAL shutdown (dis)qualification bit already unconditionally gets
set to 1 by FSP for these platforms, making this code redundant.

This patch adds a check to avoid violating the PCH EDS recommendation
that the PchPmPwrCycDur will never be smaller than the the SLP_Sx
assertion widths.
This code was initially added for cannonlake and now moving it to common
code since the same check will be used to program the PchPmPwrCycDur
for Jasperlake and Tigerlake.

This change moves all ACPI table support in coreboot currently living
under arch/x86 into common code to make it architecture
independent. ACPI table generation is not really tied to any
architecture and hence it makes sense to move this to its own
directory.
In order to make it easier to review, this change is being split into
multiple CLs. This is change 3/5 which basically is generated by
running the following command:

After measured boot is decoupled from verified boot in CB:35077,
vboot_platform_is_resuming() is never vboot-specific, thus it is
renamed to platform_is_resuming() and declared in bootmode.h.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

Make use of the new ETR address API in the ETR3 register related
functions.
Further, disabling and locking of global reset is now done at once to
save one read-modify-write cycle, thus the function was renamed
accordingly and the now redundant disabling in soc/apl got removed.

This is a consolidation of the respective feature in `soc/intel/*lake/`,
including additional support for MAINBOARD_POWER_STATE_PREVIOUS.
For the latter, firmware has to keep track of the `previous` state. The
feature was already advertised in Kconfig long ago, but not implemented.
SoC code has to call pmc_set_power_failure_state() at least once during
boot and needs to implement pmc_soc_set_afterg3_en() for the actual
register write.

The newest and most useful incarnation was hiding in soc/intel/common/.
We move it into the Mainboard menu and extend it with various flags to
be selected to control the default and which options are visible. Also
add a new `int` config MAINBOARD_POWER_FAILURE_STATE that moves the
boolean to int conversion into Kconfig:
0 - S5
1 - S0
2 - previous state
This patch focuses on the Kconfig code. The C code could be unified as
well, e.g. starting with a common enum and safe wrapper around the
get_option() call.
TEST=Did what-jenkins-does with and without this commit and compared
binaries. Nothing changed for the default configurations.

Its spreading copies got out of sync. And as it is not a standard header
but used in commonlib code, it belongs into commonlib. While we are at
it, always include it via GCC's `-include` switch.
Some Windows and BSD quirk handling went into the util copies. We always
guard from redefinitions now to prevent further issues.

Mainly update headers to build.
Added option PMC_GLOBAL_RESET_ENABLE_LOCK to remove
function configuring the global reset through PMC base.
On denverton the global reset lock is not in PMC base
but in the PCI registers so this code cannot be shared.

Call to pmc_disable_all_gpe is required before enabling SMIs to ensure
that we do not end up in a recursive SMI handler loop as mentioned in
change 74145f7 (intel/common/pmc: Disable all GPEs during
pmc_init). Thus, this call was added at the end of
pmc_fill_power_state as we want to ensure that all the GPE registers
are backed up before being cleared for identifying the wake source in
ramstage.
This resulted in a side-effect on APL where pmc_fixup_power_state was
called much later in the boot process. Even though we have got rid of
pmc_fixup_power_state, this change moves the call to
pmc_disable_all_gpe to happen just before enabling SMIs. This helps to
keep the disabling of GPEs logically before the enabling of SMIs and
any clean ups that happen in pmc or soc-specific code should not
affect the state of GPEs.

PMC config register need to program to define which state system
should be after reapplied power from G3 state.
0 = System will return to S0 state
1 = System will return to S5 state
2 = System will return to previous state before failure

This change creates a new function pmc_fill_pm_reg_info that fills
chipset_power_state structure with all the PM register
information. On the other hand, already existing pmc_fill_power_state
calls into pmc_fill_pm_reg_info and then checks and returns previous
sleep state information. This allows caller to get all the PM register
information when previous sleep state is not relevant.

Instead of disabling all GPEs during PMC init in bootblock, this
change moves it to pmc_fill_power_state which allows romstage to
correctly fill up GPE_EN registers in chipset_power_state. This is
essential for correctly identifying the wake source.
Disabling all GPEs was added recently in change 74145f76
(intel/common/pmc: Disable all GPEs during pmc_init) because keeping
GPEs enabled in coreboot while enabling SMI could lead to
side-effects as explained in the change. Moving pmc_disable_all_gpe to
pmc_fill_power_state should be safe as that happens before SMI is
enabled in coreboot.
TEST=Verified that GPE-based wake source is correctly
identified. Also, no issues observed while resuming from S3.

If GPEs are not cleared during pmc_init, it could result in issues if
standard wake events are generated while coreboot is
initializing. e.g. (Observed on soraka):
1. Suspend to S3
2. Lidclose
3. Lidopen
4. EC wakes up the host using WAKE# pin
5. On wakeup, pmc_init occurs which does not clear GPEs
6. MP init enables SMI
7. In order to add wake event to elog, coreboot sets wake mask on the
EC, which causes the EC to assert WAKE#.
8. Since WAKE# is asserted, it results in an SMI#. However, EC does
not de-assert WAKE# until host queries and clears the host event
bit (which does not happen since coreboot is stuck in handling the
SMIs).
This is one of the issues that can occur when GPEs are unnecessarily
enabled in coreboot. Before the move to PMC common library, SKL PMC
driver set all GPEs to 0 and hence this issue did not occur.
This change explicitly disables all GPEs during pmc init in order to
avoid any side-effects.

1. Update gpe handling function names to explicitly mention if they
are operating on:
a. STD GPE events
b. GPIO GPE events
c. Both
2. Update comment block in pmclib.h to use generic names for STD and
GPIO GPE registers instead of using any one platform specific names.

This patch helps managing power state variables from within the
library. Adds migrate_power_state which migrates the chipset
power state variable, reads global power variable and adds it
in cbmem for future use. This also adds get_soc_power_state_values
function which returns the power state variable from cbmem or
global power state variable if cbmem is not populated yet.

This patch moves the functions update_pm1_enable and read_pm1_enable
to common block PMC. We rename the functions to pmc_update_pm1_enable and
pmc_read_pm1_enable to keep semantics consistent.

PMC util code is very similar accross different intel SOC's.
This patch is an effort to move those code in common place
so that it can be shared accross different intel platforms
instead of duplicating for each platform. This patch adds
pmclib.c file which contains the pmc utility functions
common accross SOC's. The config for common PMC is
SOC_INTEL_COMMON_BLOCK_PMC which can be defined in SOC's
Kconfig file in order to use the common PMC util code.
