On more recent Intel platforms FSP-S hides the PMC PCI device and the
driver is broken for those devices so don't include it at all.

Currently, the ACPI PM timer state gets set in devicetree by the option
PmTimerDisabled. However, it is not board design dependent. Thus, add a
user-selectable Kconfig option.
Disabling the PM ACPI Timer is only valid when PM Timer emulation is
supported and is only possible, when there is a hardware PM Timer (APL
does not have one for example). SoCs, where the hardware PM Timer can be
disabled must select `PM_ACPI_TIMER_OPTIONAL`.
This new Kconfig gets used in the follow-up commits of this series.

This change adds two functions that provide an IPC mailbox method via
ACPI for runtime clock configuration.
pmc_acpi_fill_ssdt_ipc_write_method() will provide a method in the SSDT
that can be called by other ACPI devices to send an IPC mailbox command.
This function is exported because some SOCs override the default PMC
device and need to call this function to write the method into the SSDT.
pmc_acpi_set_pci_clock() will call the method defined by the previous
function to enable or disable the PCIe SRCCLK for a specified root port
and clock pin. It can be called by the PCIe root port after turning off
power to the attached device.

TEST=boot on volteer device and disassemble the SSDT to ensure that this
method exists.

Currently the common soc code automatically selects
POWER_STATE_DEFAULT_ON_AFTER_FAILURE which making other mainboard
options unselectable.
However, there're some cases that power state should change to different
states after reapplying power.
Make POWER_STATE_DEFAULT_ON_AFTER_FAILURE default y but do not select it
in soc code so that we can disable it and select other options in the
mainboard code.
Tested on OCP Delta Lake.

The newest and most useful incarnation was hiding in soc/intel/common/.
We move it into the Mainboard menu and extend it with various flags to
be selected to control the default and which options are visible. Also
add a new `int` config MAINBOARD_POWER_FAILURE_STATE that moves the
boolean to int conversion into Kconfig:
0 - S5
1 - S0
2 - previous state
This patch focuses on the Kconfig code. The C code could be unified as
well, e.g. starting with a common enum and safe wrapper around the
get_option() call.
TEST=Did what-jenkins-does with and without this commit and compared
binaries. Nothing changed for the default configurations.

Mainly update headers to build.
Added option PMC_GLOBAL_RESET_ENABLE_LOCK to remove
function configuring the global reset through PMC base.
On denverton the global reset lock is not in PMC base
but in the PCI registers so this code cannot be shared.

read_resources in common/block/pmc/pmc.c is corrupting the BAR
at offset 0x20.

pci_get_resource
Within pci_get_resource, the BAR is read and written back. Since read of
ACPI BAR does not return the correct value, the subsequent write
corrupts the BAR. Hence re-programming the BAR. Also, reading PMC
STATUSCOMMAND register does not return bit 0 correctly in
pci_dev_enable_resources. This causes IO SPACE ACCESS to get disabled.
Hence making sure IO ACCESS gets enabled by setting dev->command
TEST=Can boot to OS
Without this change coreboot will be stuck at "Disabling ACPI via APMC:"

PMC config register need to program to define which state system
should be after reapplied power from G3 state.
0 = System will return to S0 state
1 = System will return to S5 state
2 = System will return to previous state before failure
Refer to EDS for detailed programming sequence.

This patch fix the dependency for PMC common block code.
PMC block use SLP_TYP macros and acpi_sleep_from_pm1
function which is defined in arch/acpi.h and guarded
by CONFIG_ACPI_INTEL_HARDWARE_SLEEP_VALUES. So we need
PMC common block to depend on that config for proper
inclusion.

PMC util code is very similar accross different intel SOC's.
This patch is an effort to move those code in common place
so that it can be shared accross different intel platforms
instead of duplicating for each platform. This patch adds
pmclib.c file which contains the pmc utility functions
common accross SOC's. The config for common PMC is
SOC_INTEL_COMMON_BLOCK_PMC which can be defined in SOC's
Kconfig file in order to use the common PMC util code.
