This patch provides the possible options for SoC users to choose the
applicable interface to make HECI1 function disable at pre-boot.
`SOC_INTEL_COMMON_BLOCK_HECI_DISABLE_USING_SBI` config is used for
disabling heci1 using non-posted sideband write (inside SMM) after
FSP-S sets the postboot_sai attribute. Applicable from CNL PCH onwards.
`SOC_INTEL_COMMON_BLOCK_HECI_DISABLE_USING_PMC_IPC` config is used for
disabling heci1 using PMC IPC command `0xA9`. Applicable from TGL PCH
onwards.
`SOC_INTEL_COMMON_BLOCK_HECI_DISABLE_USING_PCR` config is used for
disabling heci1 using private configuration register (PCR) write.
Applicable for SoC platform prior to CNL PCH.
Additionally, add PID_CSME0 macro for SKL, Xeon_SP and APL to fix the
compilation failure.
Finally, rename heci_disable() function to heci1_disable() to make it
more meaningful.

This patch makes DISABLE_HECI1_AT_PRE_BOOT=y default for Cannon Lake
and ensures disable_heci1() is guarded against this config.
Also, makes dt CSE PCI device `on` by default.

1. Replace all pcidev_path_on_root() and is_dev_enabled() functions
combination with is_devfn_enabled().
2. Remove unused local variable of device structure type (struct device *).
3. Replace pcidev_path_on_root() and dev->enabled check with is_devfn_enabled()
call.
TEST=Able to build and boot without any regression seen on CML.

The option `HeciEnabled` was partly replaced by use of the device on/off
state in the devicetree in commit 3de90d1. The option has been removed
from the corresponding boards, so `HeciEnabled` is always 0 and ME
always gets disabled during soc finalize, when `HECI_DISABLE_USING_SMM`
is set.
Replace the option in the finalize function by the same dt state check
that sets the FSP option and drop the remaints of `HeciEnabled`.
Devicetrees still having `HeciEnabled` have been adapted to keep the
current behaviour.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

This patch cleans soc/intel/{cnl, icl, tgl} by moving common
soc code into common/block/cse.
Supported SoC can select existing HECI_DISABLE_USING_SMM option to
select common cse code block to make heci function disable using
sideband interface during SMM mode at preboot envionment.

TEST=Able to make HECI disable in SMM mode successfully without any hang
or errors in CNL, ICL and TGL platform.

The previously provided device path made no difference, all
integrated PCI devices point back to the same chip_info
structure.
Change reduces the exposure of various SA_DEVFN_xx and
PCH_DEVFN_xx from (ugly) soc/pci_devs.h.

To call dev_find_slot(0, xx) in romstage can produce
invalid results since PCI bus enumeration has not
been progressed yet.
Replace this with method that relies on bus topology
that walks the root bus only.

This patch provides an additional option to skip HECI function
disabling using SMM mode for WHL and CML platform, where FSP has
dedicated UPD to make HECI function disable.
User to select HECI_DISABLE_USING_SMM if FSP doesn't provided dedicated
UPD.
Right now CNL and ICL platform will use HECI_DISABLE_USING_SMM kconfig
to make HECI disable and WHL/CML has to rely on FSP to make HECI
disable.
