This patch replaces static index 0 for PMC read resources with PCI
configuration offset 0x10 (PWRMBASE).
TEST=Able to build and boot Google, Rex to OS.
Without this change:

This patch implements the required operations to perform prior to
booting to OS using coreboot native driver when platform decides
to skip FSP notify APIs, i.e., Ready to Boot and End Of Firmware.
Additionally, move the PMCON status bit clear operation to `.final` ops
to cover any such chances where FSP-S Notify Phase or any other later
boot stage may request a global reset and PMCON status bit remains set.

Disable the PM ACPI timer during PMC init, when `USE_PM_ACPI_TIMER` is
disabled. This is done to bring SKL, CNL, DNV in line with the other
platforms, in order to transition handling of the PM timer from FSP to
coreboot in the follow-up changes.
For SKL and CNL, this temporarly redundantly disables the PM Timer,
since FSP does that, too. This redundancy is resolved in the follow-up.

Now that the PMC device is marked as hidden in devicetrees, the device
callbacks can be used instead of BOOT_STATE_INIT_ENTRY callbacks.
Note that this moves PMC initialization from BS_DEV_INIT_CHIPS to
BS_DEV_ENUMERATE, which aligns with other Intel SoCs.

Commit 2c26108208e4aa48de21be576ab6cad9286d7934 moved this function to
pmutil.c for Tiger Lake. Do this to all other platforms for consistency.
For Skylake, __SIMPLE_DEVICE__ preprocessor guards are no longer needed.
With this change, pmc.c is only needed in ramstage. Adjust Makefile.inc
accordingly, and drop ENV_RAMSTAGE guards from Skylake.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

The previously provided device path made no difference, all
integrated PCI devices point back to the same chip_info
structure.
Change reduces the exposure of various SA_DEVFN_xx and
PCH_DEVFN_xx from (ugly) soc/pci_devs.h.

pmc_soc_restore_power_failure() is only called from SMM, so add
`pmc.c` to the `smm` class. Once all platforms moved to the new
API, it can be implemented in a central place, avoiding the weak-
function trap.

PMC device gets hidden from PCI bus after FSP-S call. Thus, it gets
removed from the root bus as leftover unused device. With change
903b40a8a46 ("soc/intel: Replace uses of dev_find_slot()"), all uses
of dev_find_slot() were replaced by pcidev_path_on_root() which relies
on scanning of root bus to find the requested device. Since PMC device
is removed from the root bus, pcidev_path_on_root() returns NULL for
it thus resulting in configuration being skipped for the PMC
ultimately resulting in S3 failures.
Since the PCH_DEV_PMC was just used to get to chip config, this change
replaces the use of PCH_DEV_PMC with SA_DEV_ROOT.

This change enables user to shutdown the system by shortly pressing
power button (<10sec) before OS is loaded. Main use case is shutdown
from recovery/broken screen.
BUG=N/A
TEST=Boot up into recovery screen on Sarien platform, press power button
once, and system should shutdown immediatelly.

Change ac8c60e (soc/intel/cannonlake: Disable ACPI mode as part of
pmc_soc_init) moved disabling of ACPI mode to pmc_soc_init to keep it
more aligned with the behavior on other Intel SoCs. However, as the
PMC device is hidden, it never gets enumerated and so init function
does not get called for it. This change moves the call to disable ACPI
mode to exit of BS_DEV_INIT instead.

PMC initialization on Cannon Lake happens earlier in the boot sequence
than other SoCs because FSP-Silicon init hides PMC from PCI bus. As
ACPI disabling was done as part of PMC init, it was being called
earlier than what other SoCs do. This resulted in a different order of
events for some drivers e.g. ChromeOS EC. In case of ChromeOS EC, it
ended up clearing EC events (which happens as part of ACPI disabling
in SMM) before logging any events of interest that happen during
mainboard initialization.
This change moves the call to disable ACPI to pmc_soc_init just like
other SoCs to keep the order of events more aligned.

Export the SOC level function to set the After G3 state so it
can be changed by the mainboard. The setting will be restored
by a normal boot but in some circumstances coreboot wants to
ensure that it will be powered up again after a reset.

According to EDS #565870 chapter 5.3.1, AG3E bit in PMC located in PMC
memory mapped register but not pci config spaces. Change the programming
to affect that difference.

PMC controller gets hidden during FSP-Silicon initialization
using sideband interface on CannonLake platform. Hence accessing
PWRMBASE using PCI config space will return invalid BAR value as
0xFFFFF000. Also PMC PCI driver will not be able to initialize
PMC controller as its not showing over PCI bus.
coreboot PCI enumeration log shows:
PCI: Static device PCI: 00:1f.2 not found, disabling it.
This patch ensures PMC controller is getting initialized using
boot state machine right after FSP Silicon Init returns (BS_DEV_INIT_CHIPS/
BS_ON_EXIT).
TEST=Ensures PWRMBASE address is 0xFE000000 and PMC controller
is getting initialized during BS_DEV_INIT_CHIPES/BS_ON_EXIT.

but the old function was not removed, causing a build error.
