Drop LPC pad configuration code since all boards now do pad
configuration on their own. The comment about LPC_CLKRUNB when using
eSPI is moved to `Documentation/getting_started/gpio.md`.

The code for setting the LPC generic memory range uses an array of fixed
address ranges not needing explicit decoding, to decide if the address
needs to be written to the LGMR register. Most platforms only mistakenly
add the PCH reserved mmio range, that is not decoded generally,
effectively breaking the mechanism. Only APL uses the array correctly.
That code, in it's current state, does not work (except for APL) and
currently, there is not a single user. Thus, drop it before people start
using it.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

This pin does not have a native function for eSPI. Nonetheless if we use
eSPI, it should be configured as a GPIO and kept unconnected to allow
S0ix entry.
Also removed initialization of LPC pins in mainboard code as they are
already initialized in chipset code. The settings fpr LPC pins in
chipset code were updated to those that were previously in mainboard
code and have been validated on LPC flavor of Geminilake RVP.

This patch ensures common block has option to reserve IO resources
based on SOC requirements. Also add pch_lpc_ prefix to maintain

In order to prepare for checking RTC failure in the early boot
paths move the rtc failure calculation to pmutil.c and add a helper
function to determine if failure occurred.

Add LPC common code to be shared across Intel platforms.
Also add LPC library functions to be shared across platforms.
Use common LPC code for Apollo Lake soc. Update existing Apollolake
mainboard variants {google,intel,siemens} to use new common
LPC header file.

VBOOT_VERIFY_FIRMWARE should be independent of CHROMEOS. This allows use
of verified boot library without having to stick to CHROMEOS.

Every other SOC uses a CONFIG_* flag to enable or disable SERIRQ
continuous mode. Why they do that is beyond me, but the way we
implement it on apollolake is via devicetree.

Besides a number of fixed memory windows, Apollolake supports
opening a configureable 64 KiB MMIO window, as well as four PMIO
windows to the LPC bus. Open up these windows dynamically, based on
how resources were allocated to the child LPC devices.

HPET table is required to report integrated HPET timer to kernel.
Without HPET table added,Linux kernel will panic when loading timer

A dedicated pci device driver required for LPC devices as the legacy
IO range need to be included to avoid IO resource confilict. Blindly
set to 0~0x1000 to also avoid the IO resource of COMA/COMB/LPT/FDD
and LPC.Without this driver system will have assertion on load
RTC DXE driver in UEFI payloads.
