As per commit 865173153760 ("sconfig: Move config_of_soc from device.h
to static.h"), sources that require access to the devicetree should
directly include static.h so that it can be removed from device.h,
eliminating unnecessary dependencies on static.h for files that only
need the types and function declarations in device.h.

Since commit 28e61f16341f ("device: Use __pci_0_00_0_config in
config_of_soc()") config_of_soc() was changed form being an actual
function to a macro for the __pci_0_00_0_config struct pointer generated
by util/sconfig. This change didn't only improve linker optimizations,
but also turned runtime errors into link-time errors, so it's guaranteed
that __pci_0_00_0_config won't be NULL and config_of_soc() won't
"return" NULL.

CB:41194 got rid of "this file is part of" lines. However, there are
some changes that landed right around the same time including those
lines. This change uses the following command to drop the lines from
new files:
sed -i -e '/file is part of /d' $(git grep "file is part of " |egrep ":( */\*.*\*/\$|#|;#|-- | *\* )" | cut -d: -f1 |grep -v crossgcc |grep -v gcov | grep -v /elf.h |grep -v nvramtool)

This change adds support for using common SoC configuration by adding
soc_amd_common_config to soc_amd_picasso_config and helper function to
return pointer to the structure to amd common block code.
