As per commit 865173153760 ("sconfig: Move config_of_soc from device.h
to static.h"), sources that require access to the devicetree should
directly include static.h so that it can be removed from device.h,
eliminating unnecessary dependencies on static.h for files that only
need the types and function declarations in device.h.

Glinda doesn't contain I2C4 and I2C5 like Mendocino it was copied
from. Remove their definitions.

This function turns off gpp_clk for the devices which are disabled, and
adds the code to fix up the clock configuration depending on dxio
descriptors. Also this brings glinda in line with cezanne, mendocino,
phoenix and picasso. This also prepares glinda to use the common
function gpp_clk_setup_common.

Glinda doesn't have an eMMC controller and also doesn't have GPIO pins
that eMMC signals can be multiplexed on, so drop the eMMC related code
from Glinda.

This switches the Phoenix & Glinda SoCs to use the common reset code.
Cezanne and newer do not support warm reset, so use cold resets in all
cases (including the OS).

This adds the initial framework for the Glinda SoC, based on what's been
done for Morgana already.
I believe that there's more that can be made common, but that work will
continue as both platforms are developed.
