Add a Kconfig symbol for including the PCIe MMCONF setup function in the
build and select it when SOC_AMD_COMMON_BLOCK_PCI is selected and in the
southbridges call enable_pci_mmconf(), but don't select
SOC_AMD_COMMON_BLOCK_PCI.

The assumption up to this point was that if the system had an x86
processor, verstage would be running on the x86 processor. With running
verstage on the PSP, that assumption no longer holds true, so exclude
pieces of code that cause problems for verstage on the PSP.
This change will add these files to verstage only if the verstage
architecture is X86 - either 32 or 64 bit.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

Function write_pci_cfg_irqs() has "no function" variables. One variable is
set and never used, the other is only used to control a print. Remove them.

Procedure write_pci_int_table() does not validates intr_data_ptr. It must
be validated together with picr_data_ptr and idx_name.
BUG=b:69868534
TEST=Build fake kahlee with intr_data_ptr not initialized, boot and see
error message. Than build correct kahlee and verify that error message
is gone.

Remove "\t" from name strings in soc/amd/stoneyridge/southbridge.c array
irq_association[], and change the print string in soc/amd/common/amd_pci_util.c
that use the names from "%s" to "%-20s". This sets a fixed field of 20
characters for the string name, allowing for variable length to the names
(up to 20 characters), thus saving memory space used by the strings.
